If you treat it with curtains you create an unbalanced situatiin where highs are absorbed and lows are not. Foam is (too) expensive for its efficiency, you need deep applications for it to become effective in near the low end. Absorbers need to be deep, 30cm+, and then you'll be able to treat down to give oe take, 60Hz.

Use some treatment to knock out things that you hear are wrong, but unless the space is really, really bad to begin with, I'd put up less than 1/4 of what you have in.
